would probably be the most realistic
way to it but Christ it would be
expensive to build and maintain.

You can't move them rail; you'd have to drydock
them, disassemble them, load them, transport them,
reassemble them... refloat them... run sea trials
again... that process would take months to years...
you're better sailing.
Building them there could be done but Russia has to
maintain four separate fleets, North, Baltic, Black,
and Pacific. You have to spread your assets across
that. Not just have them all in once place.
