Spencer 9 Cox Whereas, civic courage is built through everyday acts of service, thoughtful participation in difficult conversations and a willingness to stand for principle while caring for one’s neighbors; Whereas, moments of tragedy and intense public strain must not be allowed to deepen social division, but instead call to respond with courage, empathy and a shared sense of purpose; Whereas, true civic participation requires an active rejection of political violence and polarization, choosing instead the higher path of listening, learning and mutual respect across ideological differences; Whereas, the future of our democracy relies on the courage of all particularly the rising generation to demonstrate what constructive, principled and peaceful public life looks like; Whereas, Utah remains dedicated to modeling civil engagement for the nation, and being a place where ideas are debated with conviction, facts and persuasion rather than animosity or violence; Whereas, on September 10, the anniversary of the tragic assassination on the campus of Utah Valley University, the state of Utah pauses to honor the memory of Charlie Kirk; Whereas, the life and work of Charlie Kirk remind that robust public discourse is essential to a healthy democracy; Whereas, we must reinforce our collective commitment to strengthening the ties of community and preserving the spirit of free expression; Now, therefore, I, Spencer Cox, governor of the great state of Utah, hereby declare September 10, 2026 as Spencer Cox Governor
